Ray Lemay is an author, clinician and administrator. Over his twenty-year involvement in social services, he has gained a broad knowledge of program quality evaluation, organisational development and management, and conceptualisation and development of service systems. As a consultant, evaluator, trainer and "animateur" he has worked in Newfoundland, Nova Scotia, New Brunswick, Quebec and Ontario; in eight American States and in Iceland, France, Belgium and the United Kingdom.

2009 Deinstitutionalization of People With Developmental Disabilities: A Review of the Literature PDF
Ontario has recently closed its last 3 institutions for persons with developmental disabilities. Very little research has been conducted on Canadian deinstitutionalization projects, and the impacts and bona fides of such endeavours have not been well documented in Canada. However, the closing of institutions has occurred in most Western jurisdictions and has been the subject of much research in Australia, the United Kingdom, and the United States. Although community services are of variable quality, this literature review suggests that the Ontario plan to close institutional facilities in favour of community-based residential services will be of general benefit to former institutional residents.CANADIAN JOURNAL OF COMMUNITY MENTAL HEALTH VOL. 28 NO. 1, SPRING 2009
